    The purpose of the report is to provide context for Congress about the characteristics of disconnected youth, and the circumstances in which they live. These data may be useful as Congress considers policies to retain students in high school and to provide them with greater job training and employment opportunities.

    High school dropouts face daunting odds of success in a labor market that increasingly rewards education and skills. This report presents very early results from a rigorous, independent evaluation of the National Guard Youth ChalleNGe Program, an intensive residential program that aims to “reclaim the lives” of young people ages 16 to 18 who have dropped out of school.

    This report takes a geographically-informed approach to the issue of high school completion. It examines graduation rates in the school districts serving the nation’s 50 most-populous cities as well as the larger metropolitan areas in which they are situated. Results show that graduation rates are considerably lower in the nation’s largest cities than they are in the average urban locale.
