    Back when Debbie Heimowitz was a middle schooler in Castro Valley, if you wanted to cut somebody down you talked behind her back. Now you post your putdowns on the Internet. Heimowitz, a 26-year-old grad student at Stanford, has made a film about this online cruelty.

    Several states are considering crackdowns to curb or outlaw the behavior. South Carolina has already passed a law that allows schools to punish cyberbullying and Rhode Island, Oregon, Arkansas and New Jersey are mulling such policies. Some bills have gotten held up due to free speech concerns. Some people say that you can't legislate norms, you can only teach them.

    Spreading rumors. "Because on the internet information spreads quickly we need a system which blocks individuals from using the net in cases of defamation - something that will stop the spread of information before it happens, to save the victim."
